中华全国集邮联合会首日封集邮类展品评审专用规则(试行)

第1条 竞赛性展览
首日封集邮类(简称首日封类)展品在国家级竞赛性邮展中作为试验性类别展出,其主要目的是为了丰富我国邮展类别的多样性,使具有较好群众基础的集邮方式进入国家级邮展,鼓励更多的集邮者参与集邮和邮展活动。
第2条 定义
2.1 首日封类素材
首日封类素材主要是指在邮票发行首日,使用或盖销邮资所产生的信封、邮简、明信片、信卡等邮品;可以是制作的未经实寄的,也可以是经过邮政寄递的。
2.2展品
首日封类展品是在规定的范围内,围绕一个主题,按照一定的逻辑和要求,用所收集到的相关适用素材编组而成,以展示参展者在该主题领域的收藏、学习与研究成果。
第3条 展品的组成原则
3.1 首日封类展品只能由首日封类素材组成。
3.2 首日封类素材载体应是在各个时期内符合当时邮政要求的规格及材料制作的;绘有图案的,所占的面积应在邮政要求范围以内;有镶嵌物的,也应符合邮政和邮展相关要求。
3.3 首日封类素材上盖销邮资的戳记必须是有效的邮政日戳,如普通日戳、风景日戳、纪念邮戳等。
3.4 首日封类展品可以使用制作首日封载体的设计图稿,印刷过程中产生的印样、样张等;也可以使用邮票发行首日纪念邮戳的设计图稿、戳样等作为素材。
3.5首日封类展品不应使用以下素材:违反邮政有关规定制作的 邮品,邮政用品,邮资机符志,极限明信片,不能直接用于邮政寄递的戳卡、邮折等。
第4条 展品的编组方式
4.1 按国家或地区;
4.2 某一特定范围或某一特定时期;
4.3 专门学习与研究;
4.4 专题或主题;
4.5 参展者认为适当的编组方式。
第5条 展品的规模
每部展品规模应为5个标准展框。获得国家级邮展大镀金奖及以上奖级的,再次展出时应扩充至8框。
第6条展品的评审
6.1评分项目和标准
处理(20分)和重要性(10分)30分
知识、学习与研究35分
品相(10分)和收集难度(20分) 30分
外观 5分
总分 100分
6.2 处理和重要性
处理是指展品主题清晰、题目范围明确,计划围绕题目展开,拓展具有逻辑性、均衡性、故事性,素材的使用在主题范围内贴切、完整,构思新颖、具有独创性。
重要性是从展品的集邮价值,所选领域的综合地位,以及展品在该领域的难度等方面综合考量。
6.3 知识、学习与研究
知识、学习与研究是指对所选主题与素材、所掌握的相关邮政和集邮知识进行一定程度的表述;对首日封的设计、印制、发行、使用等方面进行分析与研究。展品应注重对邮戳的研究,邮戳中的日期应与官方发行资料中的日期一致,除非有以下情况,但均需要说明理由:
a.在邮票发行首日之前使用的超前邮品;
b.因地方性政策或节日而推迟发行;
c.邮票发行首日该地区没有到货;
d. 邮票没有明确发行日期的,可以展出最早的使用。
鼓励在展品中展示新的研究成果或有特别意义的发现。
6.4 品相和收集难度
应尽可能选择品相好的素材,邮票及其载体应完好无损,邮戳应清晰完整。鼓励使用相对收集难度大、珍罕度较高的素材,并对其做出相应说明。
6.5 外观
展品素材应布局均衡和谐,说明文字疏密得当,贴片美观整洁。
第7条 本规则解释权归中华全国集邮联合会邮展工作委员会。
第8条 本规则自2022-08-24公布之日起实施。


Article 1 Competitive Exhibition
The First Day Cover Philately Class (hereinafter referred to as the FDC Class) exhibits shall be displayed as an experimental category in national competitive philatelic exhibitions. Its main purpose is to enrich the diversity of exhibition categories in China, to introduce a philatelic approach that enjoys a broad public base into national exhibitions, and to encourage more philatelists to participate in philately and exhibition activities.

Article 2 Definition

2.1 FDC Class Materials
FDC class materials mainly refer to envelopes, letter sheets, postcards, postal cards, etc., that are produced or cancelled on the first day of issue of a stamp. They may be unposted (produced but not mailed) or sent through the postal system.

2.2 Exhibits
An FDC class exhibit is composed, within a defined scope and around a specific theme, of relevant and applicable materials collected according to a certain logic and set of requirements, in order to demonstrate the exhibitor's collection, study, and research achievements in that thematic area.

Article 3 Principles of Exhibit Composition

3.1 An FDC class exhibit must be composed solely of FDC class materials.

3.2 The carriers of FDC class materials must conform, for their respective time periods, to the specifications and materials required by postal regulations at that time. If a carrier bears a design, the area covered by that design must be within postal requirements. If the carrier includes inlays, those must also comply with relevant postal and exhibition regulations.

3.3 The cancellation marking on the postage of an FDC class material must be an effective postal datestamp, such as a regular circular datestamp, a pictorial postmark, a commemorative postmark, etc.

3.4 FDC class exhibits may include design drafts for the FDC carrier, as well as proofs, specimens, etc., produced during the printing process. They may also include design drafts and die proofs of the first‑day commemorative postmark as materials.

3.5 The following materials shall not be used in FDC class exhibits: postal items produced in violation of relevant postal regulations, postal stationery, meter marks, maximum cards, and postmark cards or souvenir folders that cannot be sent directly through the post.

Article 4 Methods of Exhibit Organisation

Exhibits may be organised by:
4.1 Country or region;
4.2 A specific scope or a specific period;
4.3 Specialised study and research;
4.4 A theme or topic;
4.5 Any other method of organisation that the exhibitor deems appropriate.

Article 5 Exhibit Size

Each exhibit must consist of 5 standard frames. An exhibit that has won a Large Vermeil Medal or higher at a national stamp exhibition must be expanded to 8 frames when exhibited again.

Article 6 Judging of Exhibits

6.1 Scoring Items and Criteria

Treatment (20 points) and Importance (10 points): 30 points
Knowledge, Study and Research: 35 points
Condition (10 points) and Difficulty of Acquisition (20 points): 30 points
Presentation: 5 points
Total: 100 points
6.2 Treatment and Importance
Treatment refers to a clear exhibit theme, a well‑defined scope of the title, a plan that unfolds logically, with balance, narrative flow, and appropriate and complete use of materials within the thematic scope, as well as originality and novelty of concept.
Importance is assessed based on the philatelic value of the exhibit, the overall standing of the chosen field, and the difficulty of the exhibit within that field.

6.3 Knowledge, Study and Research
Knowledge, study and research refer to the demonstration, to an appropriate level, of relevant postal and philatelic knowledge concerning the chosen theme and materials, as well as analysis and research on the design, printing, issuance, and use of first day covers. Exhibits should emphasise the study of postmarks. The date on the postmark must be consistent with the official issue date, except in the following cases, for which a justification must be provided:
a. Early‑use items used before the official first day of issue;
b. Delayed issuance due to local policies or holidays;
c. The region did not receive the stamps on the first day of issue;
d. For stamps without a clear issue date, the earliest known usage may be exhibited.
Exhibitors are encouraged to present new research findings or particularly significant discoveries in their exhibits.

6.4 Condition and Difficulty of Acquisition
Materials should be chosen in the best possible condition. Stamps and their carriers should be undamaged, and postmarks should be clear and complete. The use of materials that are difficult to acquire or have greater rarity is encouraged, accompanied by appropriate explanations.

6.5 Presentation
The materials in the exhibit should be arranged in a balanced and harmonious manner, with explanatory text appropriately spaced, and the pages should be neat and aesthetically pleasing.

Article 7
The right to interpret these regulations resides with the Exhibition Work Committee of the All‑China Philatelic Federation.

Article 8
These regulations shall take effect on the date of promulgation, which is 24 August 2022.
